conditions. but for a lot of us, we're starting out with those clouds. 55 in the city right now. good morning fremont, you're at 5758 in oakland, a little bit warmer in san jose at 63 degrees inland, where we do have clear skies. brentwood, livermore, low 60s, 49, though that current temperature in sonoma. so it is chilly in parts of the north bay. now today we will see some high cirrus clouds move in from time to time. it's a partly cloudy day, but it's even warmer inland than we were yesterday. mid and upper 90s for daytime highs, so temperatures certainly above average around the bay shoreline. we have that fog giving way to partly cloudy skies warmer than yesterday. upper 70. some areas getting into the low 80s and then along the coast. very similar to the past couple of days. it's very foggy out there right now. we'll keep the clouds for most of the day and highs in the low 60s. let's check in with sue. see those drive times? >> good morning. yes, unfortunately we are starting off with a traffic alert. it's tough to see here. the fog keeps coming and going on our emeryville camera. but we have a fatal accident. it is westbound 80. here's a different look at

it from our caltrans camera. it's involving a big rig, a fatal accident westbound 80 right before ashby avenue. so the two right lanes are blocked. the three left lanes are shut down and are getting through. excuse me. and you can see a cone pattern there or a flare pattern. so it's going to be some time they've called for a heavy duty, a heavy duty tow truck to get that big rig out of there. but unfortunately the coroner is on scene. has to do their investigation as well. so san pablo avenue would be a good alternate at this hour, but really not a great alternate to suggest to you. just going to have to stick it out. and again, we'll be following this. 80 westbound at ashby fatal involving a big rig. all right. thanks. we'll continue to check in with you. >> your voice, your vote. >> former president trump is dealing with the fallout over his remarks about vice president kamala harris racial identity. the vp slammed his comments as divisive and disrespectful. abc news reporter em nguyen has details on trump's combative

candidates don't usually make a difference in the election. and when. abc news washington. >> the united auto workers is endorsing vice president harris for president. in a statement, the union president said she will stand with them in their war on corporate greed with her track record of helping the working class, the harris campaign says she will continue to, quote, fight like hell for union workers and their familie. starting today, delegates for the democratic party will hold a virtual vote to select their nominee, vice president harris is running unopposed. a survey from the ap and norc center for public affairs research shows about 8 in 10 democrats say they'd be very or somewhat satisfied if harris becomes the nominee. three national polls out yesterday show harris leading trump by at least one point in a hypothetical matchup. >> developing news out of san francisco that we've been tracking all week, an aggressive campaign to clear homeless encampments is underway. city

crews have been moving to different areas every day. abc seven news reporter gloria rodriguez is live with a look at the process and how many people have been contacted. so far. gloria >> good morning reggie. the majority of unhoused people who have been offered shelter have refused it so far. take a look at these numbers right here. data from san francisco's healthy streets operation center shows a total of 41 people were contacted on monday and tuesday. all were offered shelter, but 34 of those people refused. that is 82%. abc seven news was at 19th and folsom yesterday. tents had returned less than 24 hours after city workers moved. people who are unhoused from the area. the city's healthy streets operation team says one reason people declined shelter is that in many cases, it's not the type of shelter they want. for example, a single room or a hotel room, the work has ramped up following a recent supreme

court ruling and executive order from governor newsom directing state agencies on how to remove homeless encampments. >> despite the supreme court ruling, the ninth circuit vacating the majority of the injunction. our approach and our work has not really changed as of yet. so we do 72 hour noticing of the ten locations that we address per week. >> when you're outside, like all you have is your belongings. so to lose that is a trauma in such a way. and what's being documented on video is like it's happening with a lack of dignity and consideration. >> that's a member on the city's homelessness oversight commission who calls the sweeps inhumane. but the city says they are not, and that their approach is compassionate. live in san francisco, gloria rodriguez, abc seven news. thanks so much, gloria. >> also today, parking

restrictions begin to take effect on a san francisco street filled with rv dwellers. this is on winston drive near lake merced. sfmta says parking control officers will begin sighting illegally parked rvs and campers. the city last year voted to implement a four hour parking limit along winston drive and buckingham way, where many of those campers are located. city officials say they would not begin enforcement until they found suitable housing for the dozens of families living in those rvs. >> if you take an uber, lyft or waymo ride in san francisco, it may eventually cost you more. the city is asking voters to approve a new tax on ride hailing companies to shore up muni's finances. a bill was just qualified for november's ballot. officials say the community transit act would raise 20 to $30 million every year. the money would come at a critical time for muni in april, the agency told abc7 news it's facing a $12.7 million deficit over the next two years. muni has threatened to cut service if it's not able to close budget

gaps. >> a business that's been making some iconic candy bars for more than 70 years is closing its doors for good. >> annabelle's candy company is behind some candy that's sure to spark nostalgia, like rocky roa, big hunk, abba-zaba, and more. the chronicle reports the decision to close is due to increasing costs and the need for investments. the news came as a shock to employees. >> we're calling name by name. you need to sign this paper because we closed the company. wow. we expected that one because supposedly we are on the schedule next this week to work. >> according to the chronicle, annabelle's candy brands will now be made at the company's other facilities. >> we're following up on a story about the oakland bookstore that got destroyed by a fire this week. the east bay booksellers bookstore had been operating on college avenue for decades before tuesday morning's fire. when we spoke to the owner the morning of that fire, he told abc7 he was too overwhelmed to even think about the future of the shop. now a bit of hope on

moving in our direction. but as it does, you can see some moisture rotating around it. this monsoonal moisture is slowly advancing into parts of southern california, and some of that cloud cover will move in later on this afternoon. so future weather today it's partly cloudy with some high clouds streaming in tomorrow, though we'll watch for some of this moisture moving to the sierra into parts of northern california. it will stay away from the bay area, so we're not seeing any forms of thunderstorms here locally, but there is the chance to our north and to our east the threat of dry lightning is there. that's something we'll watch as we head into the weekend, but today it's mostly sunny inland, mid 90s for daytime. highs around the bay shoreline. quite foggy this morning to partly cloudy skies into the 70s. we go and then along the coast you could see we'll keep it very cloudy out there. a lot of moisture this morning with form of drizzle along the coast. highs today in the low 60s. reggie thanks. >> drew a major marathon mistake. thousands of runners who flocked to san francisco are now realizing they were cheated by the race. how event

tehama. it's burned over 391,000 acres since it began over a week ago. crews have now gotten 18% containment. so far, nearly 440 buildings have been destroyed and 42 are damaged. >> wildlife officials are concerned the park fire will drive a type of salmon closer to extinction. spring run chinook

salmon are a threatened species. the fish are currently sitting in pools in higher regions, waiting for colder days and higher tides so that they can spawn. officials say the fire could devastate the population to into extinction if the flames move farther up in altitude. fire retardant would also be toxic for fish in the waterways. now some families who live near the park fire hope to return home to their house, still standing for others, they're already looking to rebuild or move. the new family recently lost their home in the park fire and their last home in the camp fire. they say it's a nightmare. they're living through all over again. >> how do we rebuild our lives again, from the ground up? you know, you think you have a house, your grandkids are going to come and enjoy that house with you in the future. and then once again, it's just gone. >> and their house, along with their neighbors homes, burned down in the mountainous town of cohasset. they say their

insurance situation leaves them at even more of a disadvantage. >> it was just so unattainable for us and so unaffordable. it felt as if we would have had to have a mortgage payments just for our insurance. >> and the danu's say their next home will not be in the mountains, because the risk of even more wildfires. firefighters are also battling another fire east of bakersfield this morning. the burrell fire has burned more than 58,000 acres and is 39% contained. of course, you can keep track of the fires burning across the state with our abc seven california wildfire tracker. it gives you a full picture of the fires and smoke across the state. it's right there on the front page of abc seven news.com. >> you might be able to contribute to scientific research at yellowstone national park, the usgs and the park service are trying to find out more about a hydrothermal explosion that happened in biscuit basin, july 23rd. they say people who were there at the time could have valuable

doesn't have to do as much marketing, so they don't have to spend as much of their money on those kinds of expenses, because you've got people just naturally walking around. >> more than 70 shops and restaurants are also offering special deals to drum up business. one is even offering a discount after a quick game of rock, paper, scissors with a staff. >> this morning, the san francisco marathon is having to do a bit of damage control. hundreds of runners who participated in the half marathon are finding out the finish line wasn't really the finish line. earlier this week, the event organizers quietly announced they miscalculated the length of one of the half marathon courses it made the course a half mile shorter than what it should havenews reportes spoke with frustrated runners. >> for thousands of bay area runners, this year's san francisco marathon has been a massive disappointment. on tuesday, participants received this email stating that a mistake had caused organizers to miscalculate one of the half marathon courses instead of

being 13.1 miles. the course through the city was actually only 12.6 miles. radhika bala was one of the marathons participants. she says she figured out something was off while she was running and looking at the mile markers. >> it was confusing in the beginning. there's a little bit of like maybe, you know, over time someone made a mistake. the next mile might be longer. we'll make up for it. >> paula says while she just took up running this year, she's come to love the sport. she tells me sunday's mix up makes her feel like she's been cheated. >> i got cheated from that experience because i did spend a couple of miles just mentally being like, what's going on? who do i listen to? what pace do i follow? do i look at my watch? >> similar feelings were shared by jack lang. lang says the weekend's experience has left him with an especially bad impression, not least of all because he says this isn't the first san francisco marathon he's done that's had problems. >> i have two bad experiences. i'm like, like, what? what what new uh- mess up? are they going to come up with when i do it for a third time? >> i reached out to marathon

but what can you tell us? >> wait, this is absolutely fluid and still developing. i can tell you what we do know right now is that after months and years of negotiations, we are told by a senior administration official that a prisoner transfer has been agreed to. that does include the wall street journal reporter evan gershkovich and the former u.s. marine paul whelan. we have also been told that they are that that they are expected to soon be in u.s. custody. of course, we know this is something that this white house has been working on for a long time. behind the scenes evan gershkovich has been detained since march 2023 on those spy charges that he, the wall street journal and the u.s. all fiercely deny and say was a complete sham. he was sentenced, you know, just last month to 16 years in a penal colony after that secret three day trial with absolutely no proof. and, of course, paul whelan is that former u.s. marine. he's been held for over five and a half years. he's actually been left out of previous deals as the u.s. brought home other wrongfully detained americans. the hope here is that he, too,

is now going to be coming home with. >> and mary, we know that. remember when brittney griner, griner was released and was able to come back to the u.s? that was in 2022, and those discussions really picked up since then with regards to paul whelan and then later, evan gershkovich. what more do we know about those conversations behind the scenes between the u.s. and russia and the other countries that perhaps could be involved in this? >> yeah, i suspect this is something that does involve many of our allies as well. but as you said, this has been an incredibly long time coming. this is something that we have heard the president speak out forcefully about speaking out in defense. of course, of evan and of paul whelan. so i suspect that this has taken a lot, a lot of tense negotiations behind the scenes. we don't know the details yet of what went into this, but we can report right now that evan gershkovich and paul whelan, you know, according to a senior administration official, are part of this prison transfer and are expected to be soon, they hope, in u.s.

after his new york retrial is over. governor newsom signed an extradition warrant for weinstein to be arrested and brought to california. governor newsom wants weinstein to service his 16 year sentence for his conviction to serve. i should say, his 16 year sentence for his conviction in los angeles. airlines have suspended flights to tel aviv after the assassination that happened in iran, united states. united says it's evaluating next steps and will make decisions on resuming service with a focus on safety for customers and crews. delta. delta says it's monitoring the security environment and assessing operations based on guidance and intelligence reports. >> no trial and no death penalty. that's what the mastermind and coconspirators of the 9/11 attacks will get. in a plea deal. and that isn't sitting well with some of the families of those killed on that day. and a letter to victims families. khalid sheikh mohammed, who was captured in

2003 along with two others, have agreed to plead guilty to all of the charges. that includes the murder of 2976 people. all three are held in guantanamo bay, where they're they're expected to remain for the rest of their lives. >> what happened today was khalid sheikh mohammed and the other two that pled out. they have a victory today, and i don't think we ever should have given them any type of victory. it didn't make sense. >> the biden administration says it played no role in the plea agreement. >> a shocking truth uncovered from the weekend san diego comic-con. a sex trafficking sting led to over a dozen arrests during the event, and ten likely victims are now safe. attorney general rob bonta says sex traffickers capitalize on large scale events like comic-con to exploit victims for profit law enforcement officers pose as sex buyers to find victims and made fake advertisem*nts as solicitors. 14

alleged sex buyers were arrested and those who, are the buyers who create the market. >> the demand for human traffickers. we will hold you accountable as we have here and to the victims and survivors. we support you. >> police say they found nine adult potential victims and one juvenile, a 16 year old girl. they were all offered support services. >> now to the rising cost of child care affecting millions of families. lawmakers at the nation's capitol are proposing a new method to ease the burden on working parents. abc news reporter rhiannon ali breaks down the proposal. >> any working parent will tell you child care costs have skyrocketed. the numbers don't lie. parents have seen prices rise at nearly double the pace of inflation. daycare and preschool costs are up 263% since 1990. >> we felt like it was important for us to come together to have

a common sense, bipartisan solution. >> and now a new proposal in washington aims to make child care more affordable by retooling existing tax credits to help working parents. the plan from senators tim kaine of virginia and katie britt of alabama, would double the amount of expenses that employees can put into pretax savings accounts for child care, and it would increase the child care tax credit to $2,500 for single child families and 4000 for families with multiple kids. >> we nearly double the size of the tax credit, and we make it refundable. a lot of low income families, they're not paying federal income tax, so the tax credit doesn't help them. you make it refundable. they can use it. >> the proposal also includes grant money to boost pay for workers to hopefully keep them from fleeing to higher paying jobs in other industries. cain and britt are optimistic there is political will to pass this plan in the near future. >> people are talking to every member of congress, democrat or republican, house or senate.
